Staaten mit Atomwaffen und Nuklear-Habenichtse stehen sich in unversöhnbaren Positionen gegenüber. Aus dieser Sicht scheint das nun beschlossene Verbot von Nukes von beschränkter Bedeutung – es sei denn, man operiert mit negativen Sicherheitsgarantien

Am 7. Juli beschloss eine Konferenz der Vereinten Nationen mit 122 Stimmen ein rechtlich bindendes Verbot von Nuklearwaffen. Allerdings nahm kein Nuklearwaffenstaat und kein Nato-Verbündeter teil (außer die Niederlande, die dagegen stimmten). Der Vertrag drückt Besorgnis über die humanitären Konsequenzen eines Nuklearwaffeneinsatzes aus und fordert die völlige Vernichtung von Nuklearwaffen.

The Ban on Nuclear Weapons – Austria’s Perspective – and a Compromise

Presentation at a panel on the treaty on the prohibition of nuclear weapons at the Center for International Security and Cooperation (CISAC) at the Stanford University, July 19, 2017.

At a United Nations Conference on July 7, 122 state parties voted in favour of a treaty that prohibits nuclear weapons. No nuclear-weapon state nor their allies participated (except the Netherlands, which voted against). The treaty expresses concern about the catastrophic humanitarian consequences of the use of nuclear weapons and calls for their complete elimination.
Eventually, these two positions are not compatible. Those who want to ban nuclear weapons oppose those who want to keep them. Even though the catastrophic consequences of the use of nuclear weapons are widely recognized, nuclear weapon states will not give up what the root causes of the existence of these weapons are: the concept of nuclear deterrence, what they think protects them from a nuclear or massive conventional attack.

19.7.2017: Panel discussion on the nuclear ban treaty

Dr. Scott Sagan would like to invite to an informal panel discussion on the nuclear ban treaty movement and negotiations thus far.

The discussion will be held in the 2nd floor East Encina conference room on July 19th from 10AM to 11:30AM.

Panel participants will include Heinz Gaertner, Anna Weichselbraun, and Jennifer Erickson. Anna is a Nuclear Security Postdoctoral Fellow with CISAC, Jennifer is a Nuclear Security Faculty Fellow with CISAC, and Heinz is a lecturer at the Department of Political Science at the University of Vienna, at the Diplomatic Academy of Vienna, and at Danube University.

Coffee and tea will be provided.
