The first association was: In our network, ICT in education and training, we certainly do know the contest of qualities. Applying ICT in education and training has always been understood as connected to the quality of teaching and learning. Since the first tries with programmed instruction in the 1960ies an increase of learning outcomes has been promised, and this is still widely understood as the measure for quality – although it actually never worked. We do not raise the efficiency or effectiveness of learning, but we do shape a new knowledge culture, and the understanding of this new knowledge culture is the appropriate measure for success in e-learning
Since the new knowledge culture is connected with the wide distribution of computer technology in our society it is obvious that media do challenge the quality of teaching and learning.
While meeting this challenge we do of course not rely on faith or god, but on research.
